republicans have been hurting our economy again and again. so i'm very glad the republicans have stepped back when it comes to the debt limit and essentially admitted their demand of the last two years for spending cuts equal to the depth of that increase is both absurd and on workable. they may have needed to curb red meat to the tea parties to have it cleaned that permit increased to the house. i certainly would've appreciated to have a longer-term bill that provides more certainty. but this sets a new precedent and it makes clear that they can't use this issue as a political pawn anymore. this morning i announced that the senate will be moving it progrowth, pro-middle-class budget resolution through the canadian senate floor. i discussed this with my colleagues in the weeks before i officially became chair and we plan to have money budget resolution regardless of whether the house rules this issue into their short-term bill to increase the debt limit. i'm hopeful when republicans say they want to return to the regular budget process, they

[applause] we need a system that aligns from early learning to k-12 to our universities. accountability must be present at every level. we should continue the progress we are making on improving the teacher and principal evaluation system, and make it a significant part of personnel decisions. and yes we need to meet the funding obligations set out by the mccleary decision, [applause] but we cannot continue to allow funding debates to mask deeper problems in our schools that do demand innovation and reform. i want us to be able to look our children in the eyes, knowing that we honored our commitment to provide them a world-class education. not through gimmicks or blind allocation of money, but through systemic, sustainable reform of our schools. it's also critical for us to preserve the leading role of our research institutions play in inventing the future, growing our economy, and creating job

economy is set to grow by 37%. the federal government will spend more than $4.4 trillion on the program over that time. and according to the national governors association, medicaid represents the single largest portion of total state spending accounting for an estimated of 26.63% of state budgets next year. or last year actually. so between medicare and medicaid, we have two programs that threaten to swallow up not only the federal government, but state governments as well. we simply cannot afford to keep these programs running on auto pilot nor can we afford to just tinker around the edges when we talk about reform. if we're serious about dressing our nation's debt, medicare and medicaid need structural reforms. today i want to lay out five preserving reform proposals that can help to rein in entitlement spending and put our nation on a better fiscal course. these are reasonable, rational ideas that have all enjoyed bipartisan support over the years. i believe they should be included in any deficit-reduction pack

[applause] we face a very serious threat to one of our historic tools that we use for investing in infrastructure, tax-exempt financing. we had not acted, we would've seen the erosion of this most asic federal local partnership. up to new year's day, mayors were actively fighting for a budget deal that would move america forward, not backwards. in the end we were successful on many of our priorities. budget agreement did not include any limitations on tax-exempt financing. sequestration has been delayed for two months. middle-class tax cuts and tax investments for working families were maintained, but clearly this fight is far from over. i'll take that. it will be good for our economy and good for families. successful immigration reform cannot be piecemeal and it must include a path to citizenship for 11 million undocumented individuals in our country. legislation must craft a comprehensive solution that among other things continues to secure our borders, punishes unscrupulous employers who deploy immigrants. they have to learn english, work, pay taxes, stay out of trouble and then get to the back of the line; but they do obtain legal status, which is so important. the framework proposed by the bipartisan group of eight senators meets this criteria and i hope we'll soon have a bill to send through the committee process and bring to the floor for a vote. i've long said when my republican colleagues were truly ready to craft a commonsense solution that is tough, fair and practical, we stand ready to cooperate. it is good to have friends and partners in this effort. for years democrats have been eager to pass comprehensive immigration reform, but the republicans have been unwilling to work
